Asset Management Program
The Department of Public Works launched the Asset Management initiative in 2022, in conjunction with engineering consultants and Asset Management specialists Wright-Pierce, with funding from the NH Department of Environmental Services (NHDES) Clean Water State Revolving Fund. The Asset Management Program encompasses the City’s Pease Wastewater Treatment Facility, Peirce Island Wastewater Treatment Facility, Sewer Collection System and Stormwater Collection System to help the City address and plan for its ongoing infrastructure maintenance program and capital improvement funding.
The mission of the NH Department of Environmental Services (NHDES) is to provide information, technical assistance and funding opportunities to assist communities with plans that provide a framework for examining the need for each of their infrastructure assets to help reduce operating risks and address challenges as the infrastructure ages. With NHDES funding and direction in Portsmouth, the Asset Management approach enhances DPWs continuing efforts to follow strategic planning policies regarding capital improvement investments in the City’s infrastructure.
A public information meeting on November 13, 2025 (go to meeting presentation and video recording) explained how the City’s new Asset Management Plan adds sophisticated detail to improving the understanding and performance of drinking water, wastewater and stormwater assets and maximizes opportunities to receive grant funding for improvements to minimize taxpayer expense. The ultimate goal of using asset management is to create a shift from “reactive” management of the City’s assets to “proactive” management, thereby increasing the positive impact of community water, stormwater and wastewater infrastructure investments.
