Fleet Street Sewer Separation

The sewer separation project on Fleet Street is required through the City's Long Term Control Plan and Supplemental Compliance Plan. The project includes water, sewer, drainage upgrades along with full streetscape rework and other pedestrian enhancements. Funding for this work will come from the Water and Sewer Enterprise Funds and the General Fund.
Given the scope of this project, it is being completed in phases (please note the sequence in the drawing is not accurate, although the scope/layout is correct): Phase 1, infrastructure work in the Vaughan Mall and upper Congress Street area that began September 1, 2025; to be followed by Vaughan Mall design improvements; Phase 2, a new drain line from Maplewood Avenue to the outfall at North Mill Pond and Phase 3, Fleet Street from Hanover Street to Court Street. Work on the upper Congress Street portion of Phase 1 starts January 5, 2026.
The City Council authorized bonding for this project at their August 4, 2025 meeting.

Phase 2: Wetland permitting is in process for work on the outfall at North Mill Pond from a new Maplewood Avenue stormwater drain pipe.
