Vaughan Mall Project

Week of November 24: Water service connections to new water main. General site cleanup and restoration. No work Wednesday, Thursday or Friday due to the Thanksgiving holiday. Businesses continue to be open during their regular hours even as work continues in close proximity to the buildings. Accommodations are provided to permit patrons to safely access each business and flaggers remain on-site to help pedestrians navigate the work area. Barriers and channeling devices for pedestrian facilities are in use. Please be aware the pedestrian corridor has changed to accommodate water main installations. For your safety please follow any barricades, sidewalk closure signs, or directions from flagging personnel to help navigate around work areas.

Fleet Street - Congress Street Area: Water shutdown TUESDAY NIGHT, December 2 from 11:30 pm to 6 am to replace the water valves. Weather permitting. Alternate date is Wednesday night, December 3.

The City of Portsmouth NH started urgent work in Vaughan Mall to replace the sewer, stormwater, and water lines due to the deteriorating sewer line on September 2, 2025 and will continue through early December. On completion, the intention is to apply temporary asphalt paving for the winter.

A pre-construction meeting for the project was held August 20, 2025. Terrence Parker, ASLA from Terra Firma Landscape Architecture, provided some initial design thoughts for the restoration of Vaughan Mall at the meeting and collected public input on those designs so the City can move towards a final design plan.
