What is a Pay By Plate Meter? (Effective as of 12/27/19)

The City's existing Multi-space meters (blue kiosks) received a software upgrade (at no cost to the city) that now allows residents and visitors to pay for parking using their license plate number, eliminating the need to walk back to your car to place a ticket on your dash.

Hanover Parking Garage

The Hanover Parking Facility charges $2.00 per hour; Max Rate: $40; Lost Ticket: $40 (NO REFUNDS); $5.00 All day parking on Sundays for Portsmouth Residents (Residents must visit a cashier to validate residency prior to exiting facility). The garage is open 24 hours a day. Visitors may park overnight up to a maximum of seven days.

Loading Zone Permit Rules & Regulations

  1. The Loading Zone Permit allows unmarked, non‐commercial vehicles to use Loading Zones in accordance with Article VI of Chapter 7 of the City of Portsmouth ordinances (found above).
    1. Only vehicles actually engaged in loading or unloading of product, merchandise or equipment may park in a Loading Zone.
    2. Such vehicles may park at the designated locations for a period not to exceed 30 minutes.

Curb Parking and Surface Lots

METERS - Parking meters are used by the city to create turnover (short-term) parking for downtown businesses.  The electronic meters are designed to accept nickels, dimes, quarters and credit cards.  Credit card transactions require a minimum of 1 hour to activate a session.  Sessions may also be purchased (and extended remotely) through the use of the ParkMobile Smartphone App.  Visit your device's App Store and download the app for free!
