The City of Portsmouth launched a new Resident Access Parking Program (RAPP) pilot on July 1, 2026, designed to improve parking availability for residents in neighborhoods outside the downtown metered district. The one-year pilot program prioritizes residents by allowing them to park at no cost in designated areas once their vehicle license plates are registered with the City’s Parking Office or Tax Collector’s Office. Nonresidents will be charged $2 per hour to park in these same areas. 

The following City facilities and services will be impacted for the Independence Day Holiday for 2026.

Library

Closed, Friday, July 3 - Sunday, July 5

Recreation

The Indoor Pool closes at 1 pm on Friday, July 3. Saturday, July 4 the Outdoor Pool is open 11 am -  4 pm, all other facilities except the Prescott Park Marina and Peirce Island Boat Launch are closed

City Hall

Closed Thursday, July 2 at 1 pm and will reopen at 8 am on Monday, July 6
