Public Art Review Committee Seeks Artists for Hanover Garage Project

The Hanover Street Parking Garage will be getting new artwork, thanks to the City’s Percent-for-Art Program. The City’s Public Art Review Committee (PARC) is seeking proposals for original art to enliven the garage’s exterior.
Any type of artist is welcome to apply. A recent FlashVote survey found strong public interest in more downtown murals, and that preference will factor into the selection. Other concepts may include an outdoor sculpture or a projection or lighting effect on the garage.
“The Hanover Garage is a very busy place,” said Chris Dwyer, co-chair of PARC. “We can’t wait to see the creativity of submitting artists and are thrilled that the garage will soon be a more attractive place for visitors and residents.”
The maximum budget for submitted proposals is $60,000, including all expenses. The deadline for proposals is October 9, 2026. The City has scheduled an optional walk-through at the garage for interested artists on September 14, 2026, at 10 am.
Built in 1985, the Hanover Garage spans 350,000 square feet and contains 900 parking spaces. The recently completed three-year renovation project began in 2022 and included structural upgrades and maintenance.
Portsmouth’s Percent for Art Program mandates that 1% of the total budget for major municipal construction or renovation projects, costing over $5 million, be allocated to public art. The funding is capped at $300,000 per project, with the bulk of the funds spent directly at the project site.
PARC will oversee the review and selection process. The selection committee will be drawn from PARC, augmented by additional community members and relevant staff. A final decision will be announced in late October and presented to the City Council for approval.
