The Manual on Uniform Traffic Control Devices, or MUTCD defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways, and private roads open to public travel. The MUTCD is published by the Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F.

The Parking and Traffic Safety Committee consists of nine regular members and one alternate appointed by the Mayor and City Council. The Committee is composed of the City Manager, Police Chief, Fire Chief, Public Works Director or their respective designees as well as a member of the City Council and five residents of the City (4 regular members and on alternate). The City Manager, Police Chief, Fire Chief and Public Works Director (or their respective designees) serve during their terms of employment with the City.
