Q. What is the effective date of this program?

A. In effect since the City Council approved the program at their December 8, 2014 meeting. 

The City of Portsmouth's Water and Sewer Division promotes water efficiency in our water and sewer systems. Toilet and Washing Machine replacement rebates are available for eligible residential water customers.

Qualifying customers who replace older, inefficient toilets and clothes washing machines with high efficiency, low flow models will be eligible to receive a $100 rebate per toilet and $150 per washing machine.

The largest acceptable container of household waste allowed is 5 gallons -- no drum containers.

The City of Portsmouth’s Mosquito Control Program began this year's monitoring on April 8, 2026. Crews from Dragon Mosquito Control, Inc., the City’s contracted service, will be checking swamps, salt marshes, woodland pools, ditches, catch basins and other shallow, stagnant water for mosquito larvae.

What is the Adopt-A-Spot Program?

Residents, businesses, and neighborhood groups volunteer their time to help maintain the City's pocket parks, squares, traffic islands, and other green spaces. Maintenance responsibilities range from weeding and mowing to litter control and planting, depending on your interests and the needs of the particular spot you adopt.

The Portsmouth Water Division routinely monitors water quality parameters and performs water quality sampling and analysis as directed by the Federal Safe Drinking Water Act. Water sources are monitored for radioactive, biological, inorganic, volatile organic, and synthetic organic contaminants. A full list of the required sampling parameters can be found here.
