Fleet Street Area Reconstruction Project
Project Status: December 2024
Design work and permitting continues on all portions as the project has been split into separate construction areas: Upper Congress Street and Vaughan Mall, Maplewood Avenue from the railroad tracks to Hanover Street for the drainage outfall, and Fleet Street.
Project Description
The City is moving forward with a sewer separation project in the Fleet Street area as required through the City's Long Term Control Plan and Supplemental Compliance Plan. The project includes water, sewer, drainage upgrades along with full streetscape rework and other pedestrian enhancements. Funding for this work will come from the Water and Sewer Enterprise Funds and the General Fund (property taxes). Given the scope of this project, it was split into phases. The first two construction projects will take place in 2025: reconstruction/redesign of Vaughan Mall and the construction of a new drain line under Maplewood Avenue from Hanover Street to the North Mill Pond. In 2026 the project will shift to the Upper Congress Street area from Fleet Street to Maplewood. Finally in 2027, the project work on Fleet Street from Hanover Street to Court Street.
Anticipated Completion 2027
Estimated Cost $11.2 million.
Funding Source/Status Bonding and Water/Sewer Fund.
Designer/Contractor: Underwood Engineers, Inc.
While the project is focused on Fleet Street from Hanover Street to Court Street, a larger area will be studied in the initial phases of engineering so that the utilities and other improvements can be properly designed. A map of the study area is shown below:

The City conducted a survey seeking input from those in the Fleet Street Project Area (map below) regarding what they'd like to see for sidewalk and landscape improvements as part of the project. The City's contractors Underwood Engineers offered some examples of previous streetscape improvements. Among the considerations:
- Pedestrian accommodations and seating
- Traffic patterns & calming
- Landscape & trees
- Bike accommodations
- Overhead utilities
- Parking
- Curbing realignments
