City Plans Public Hearings on Fiscal Year 2027 Proposed Budget

The City of Portsmouth, New Hampshire is developing the Fiscal Year 2027 (FY27) Proposed Budget for all appropriated City funds. Several City Council budget work sessions and hearings for the Fire, Police, and School Departments are scheduled ahead of the City Manager’s formal budget presentation in April 2026.
The City offers multiple opportunities for the public to hear and comment on the budget, including:
- Tuesday, January 27 – School Board Public Hearing 1
- Tuesday, February 10 – Fire Commission Public Hearing
- Tuesday, February 10 – School Board Public Hearing 2
- Wednesday, February 11 – Police Commission Public Hearing
- Tuesday, February 17 – School Board FY27 Budget Adoption
- Monday, May 11 – Budget Work Session – General Fund (General Government, Police, Fire, School)
- Wednesday, May 13 – Budget Work Session – Enterprise and Special Revenue Funds (Water/Sewer, Parking, and Stormwater)
- Monday, May 18 – City Council Meeting – Opening of the Budget Public Hearing
- Thursday, May 28 – Budget Work Session – Continuation of Budget Review
- Monday, June 8 – City Council Meeting – Continuation of Budget Public Hearing and the Adoption of the Budget

A City Council Budget Work Session on January 14, 2026 marked the start of the formal presentations to the City Council and the public. The Council received a presentation from the City’s auditing firm on January 20, 2026 which summarized the end-of-year financial reporting for Fiscal Year 2025. The City has also posted the FY25 Annual Comprehensive Financial Report (ACFR) and FY25 Popular Annual Financial Report (PAFR) on the City’s Finance webpage: portsnh.co/budgets.
