City-Wide Trick-or-Treat

The City of Portsmouth sets official hours for neighborhood trick-or-treating to ensure a fun and safe experience for children.

  • Time: 5:00 PM – 8:00 PM
  • Note: Trick-or-treat hours are set annually and are sometimes rescheduled due to weather. Please check back for official announcements as Halloween approaches. The Portsmouth Police Department reminds all drivers to be especially cautious and watch for increased pedestrian traffic.

Things to know: Parade Logistics & Safety

The Portsmouth Halloween Parade draws large crowds. Please plan for significant traffic delays and road closures in the downtown area.

Road Closures & Parking Restrictions

  • Parking Ban: A parking ban will be in effect from 5:00 PM to 10:00 PM on Friday, October 31, along the parade route. This includes Marcy Street, Daniel Street, Market Square, Congress Street, Fleet Street, and State Street.
    • All vehicles in violation of "no parking" areas as of 5:00 PM will be towed at the vehicle owner's expense.
  • Street Closures: Streets along the parade route will be closed to all traffic from approximately 6:00 PM to 10:00 PM. Motorists are strongly urged to seek alternate routes.
  • Public Parking: Public parking is available at the Hanover and Foundry Place Garages, Worth Lot, and Bridge Street Lot (normal rates apply).
  • ADA Parking: ADA van-accessible parking will be provided in the Prescott Park parking lot near Memorial Bridge.
