City Hosts Public Meeting on Workforce Housing Incentives

June 26, 2025

The City's Planning & Sustainability Department and the Housing Blue Ribbon Committee invite community members to a public meeting on Thursday, July 10 at 5:30 pm in the City Council Chambers at City Hall. The meeting will feature a presentation by RKG Associates on their findings related to the City’s workforce housing incentives policy.

Portsmouth received grant funding through the Housing Opportunities Planning Grant Program 2.0 (HOP) to support the development of local regulations aimed at increasing the housing supply, with a focus on affordable and workforce housing. As part of this initiative, the City engaged RKG Associates to evaluate current zoning regulations specific to housing and explore potential policy improvements to increase the supply of below market rate housing. The Housing Blue Ribbon Committee, since forming in 2024, has worked with RKG and others to examine these issues.

Over the past several months, RKG has gathered information and analyzed the City’s zoning to assist in the development of strategies that could enhance existing policies. During the meeting, RKG will share the results of their analysis, discuss the implications, and present preliminary policy approaches for community input.

Attendees will have the opportunity to engage directly with RKG and City staff, share their perspectives, and help shape the direction of future housing strategies. Community feedback will play a key role in refining these approaches into a preferred policy framework.
