Step 2: You Found the Perfect Spot
Land Use Approvals
Some locations need special permission to operate certain types of businesses. Planning staff can help with applications, deadlines, and public hearings which may involve Planning Board, Historic District Commission, Zoning Board of Adjustment, or the Conservation Commission.

Step 3: Apply for a Building Permit
- Apply for a building permit through the City’s permit portal. Choose “Tenant Fit-Up.” This will be your roadmap for the rest of the process
- The Tenant Fit-Up application is required for all businesses—even if nothing is changing
- A Certificate of Occupancy is issued once all inspections are complete
