Step 1: Before You Sign a Lease

- Help with business plans and mentoring (SCORE Seacoast, SBDC)

Check Zoning Rules
Whether you are constructing new or adapting an existing space, zoning is what dictates what is an allowed use.
- Make sure your business is allowed at your chosen location
- Board reviews for site and historic approvals can take several months. The Planning & Sustainability staff will help you determine what may be needed

Request a Walk-through
- Get a free, informal inspection of your space
- Spot any major issues early with Inspection and Fire Department staff

Step 2: You Found the Perfect Spot
Some locations need special permission to operate certain types of businesses. Planning staff can help with applications, deadlines, and public hearings which may involve Planning Board, Historic District Commission, Zoning Board of Adjustment, or the Conservation Commission.
- Land use approvals (if needed) include:
- Historic District Commission
- Planning Board
- Conditional Use Permits for use or parking requirements

Meet Health, Fire, and Building Codes
- Make sure your space is safe and up to code with Fire, Health, and Inspection
- Food service businesses must have their floor plan approved prior to construction

Step 3: Apply for a Building Permit
- Apply for a building permit through the City’s permit portal. Choose “Tenant Fit-Up.” This will be your roadmap for the rest of the process
- The Tenant Fit-Up application is required for all businesses—even if nothing is changing
- A Certificate of Occupancy is issued once all inspections are complete
Step 4: Schedule the Ribbon-Cutting!
